Hugh Everett’s “Universal Wave Theory Formulation of Quantum Mechanics”, though endorsed and promoted by his mentor John Wheeler, was dismissed by the mainstream in quantum mechanics. Why was it sidelined by those who endorsed the Copenhagen interpretation and John von Neumann’s approach to the famous measurement problem? Everett’s theory was taken up later by Bryce DeWitt under an interpretation, the many worlds universe theory, that is not actually how Everett interpreted his own formulation. I argue that by looking at (...) science as a social institution according to Ian C. Jarvie’s critique of Karl Popper’s view of science as a “Republic,” we can see how Everett was sidelined: external pressures of the Cold War and McCarthy and internal pressures of Big Science and the “military-industrial complex.”. Thought-intrusions, automatic inferences, and other unintended thought are beginning to play an important role in the study of psychiatric disease as well as normal thought processes. We examine one method for study of task-unrelated imagery and thought . TUIT likelihood was shown to be reliably measured over a wide range of vigilance tasks, to have high short-term and long-term test-retest reliability, and to be sensitive to information processing demands. Likelihood of TUITs was shown to be different as a function of (...) aging, hyperactivity, time of day, and level of depression. Thus, we now can reliably measure the influence of endogenous and exogenous influences on TUITs. In addition, TUIT measurement was proposed as a minimally interfering and natural second task for determining resource utilization in a primary task. Finally, this method was offered as a reliable approach to quantification of such mental states as obsessions and drug craving and addiction. (shrink)

If a machine attains consciousness, how could we find out? In this paper, I make three related claims regarding positive tests of machine consciousness. All three claims center on the idea that an AI can be constructed “ad hoc”, that is, with the purpose of satisfying a particular test of consciousness while clearly not being conscious. First, a proposed test of machine consciousness can be legitimate, even if AI can be constructed ad hoc specifically to pass this test. This is (...) underscored by the observation that many, if not all, putative tests of machine consciousness can be passed by non-conscious machines via ad hoc means. Second, we can identify ad hoc AI by taking inspiration from the notion of an ad hoc hypothesis in philosophy of science. Third, given the first and the second claim, the most reliable tests of animal consciousness turn out to be valid and useful positive tests of machine consciousness as well. If a non-ad hoc AI exhibits clusters of cognitive capacities facilitated by consciousness in humans which can be selectively switched off by masking and if it reproduces human behavior in suitably designed double dissociation tasks, we should treat the AI as conscious. Can Rawlsian public reason sufficiently justify public policies that regulate or restrain controversial medical and technological interventions in bioethics (and the broader social world), such as abortion, physician aid-in-dying, CRISPER-cas9 gene editing of embryos, surrogate mothers, pre-implantation genetic diagnosis of eight-cell embryos, and so on? The first part of this essay briefly explicates the central concepts that define Rawlsian political liberalism. The latter half of this essay then demonstrates how a commitment to Rawlsian public reason can ameliorate (not completely resolve) (...) many of the policy disagreements related to bioethically controversial medical interventions today. The goal of public reason is to reduce the size of the disagreement by eliminating features of the disagreement that violate the norms of public reason. The norms of public reason are those norms that are politically necessary to preserve the liberal, pluralistic, democratic character of this society. What remains is reasonable disagreement to be addressed through normal democratic deliberative processes. Specific issues addressed from a public reason perspective include personal responsibility for excessive health costs, the utility of a metaphysical definition of death for organ transplantation, and the moral status of excess embryos generated through IVF and/or their use in medical research. It is shown that all those theses of traditional logic which were rejected by Russell in terms of a preferred interpretation of 'all' and 'some', in fact lead to inconsistency in any formal system of traditional logic satisfying certain minimal conditions. Hence, Russell's refutation is ultimately independent of his interpretation. Further, the derivation of each of the refutable theses depends crucially on the Bochenski/Lukasiewicz postulate 'Some _A are _A'. If this postulate is removed, the theses which remain are exactly those (...) which translate into theses of quantification theory. (shrink)

Are DRGs just? This is the primary question which this essay will answer. But there is a prior methodological question that also needs to be addressed: How do we go about rationally (non-arbitrarily) assessing whether DRGs are just or not? I would suggest that grand, ideal theories of justice (Rawls, Nozick) have only very limited utility for answering this question. What we really need is a theory of “interstitial justice,” that is, an approach to making justice judgments that is suitable (...) to assessing the social practices and institutions that comprise the interstices of our social life as opposed to its basic structure. Rawls's appeal to “our considered moral judgments” provides us with a useful starting point for this task, which we shall discuss in the first part of this essay. In the second part, we shall actually assess DRGs from the perspective of interstitial justice. What we shall show is that DRGs violate a large number of our considered judgments regarding a just approach to financing health care for the elderly in a cost-effective manner. This is true to such an extent that efforts to reform DRGs and make them fairer, such as the recent effort by Robert Veatch, should be abandoned. In the concluding section of the essay we discuss one especially pernicious feature of DRGs, namely, that they represent an invisible approach to rationing access to health care. In the minds of many this is one of the virtues of DRGs. That claim needs critical examination. (shrink)

Reveals the energy on a worldwide basis for building open data along with the boundless creativity around developing software tools for teaching, research, and publishing that exploit open data in ways that were impossible before.

We consider a proportional-prize contest to forecast future events, and show that, in equilibrium, this mechanism possesses perfect forecasting ability for any group size when the contestants share common knowledge about the probabilities by which future events realize. Data gathered in a laboratory experiment confirm the performance invariance to group size. By contrast, when realization probabilities are not common knowledge, there are some differences across group sizes. The mechanism operates marginally better with three or four compared to two players. Contrary to what seems to be predicted by a Strawson-inspired view, in presupposition denials the presupposition triggered by, e.g., ‘the king of France’ seems to be cancelled. To explain this puzzling instance of the projection problem, defenders of a Strawson-inspired view have proposed various ad hoc ambiguities. I develop a version of Segmented Discourse Representation Theory that explains the puzzling presupposition-cancelling phenomenon relying only on independently motivated pragmatic processes. Appealing to Kripke’s “test” for the adequacy of ambiguity motivating counterexamples, I (...) argue that my analysis is to be preferred over proposals that posit ad hoc ambiguities. Two key insights of my analysis are, first, that the “cancellation” of presuppositions in presupposition denials depends upon the illocutionary effects of rejection and correction, and, second, that the process of presupposition accommodation often involves the speaker performing an ancillary sort of speech act, viz. the speech act of presupposing. More importantly, this book overflows with philosophical insights. The wealth of insights indicates that Bergsonism and the History of Analytic Philosophy is also a great achievement in philosophy as such. Andreas Vrahimis has written a remarkable book.Bergsonism and the History of Analytic Philosophy presents the origins of the division between analytic philosophy and continental philosophy. This story is familiar, with analytic philosophy siding with science and continental with poetry; with analytic philosophy being a kind of rationalism and continental a kind of irrationalism; with analytic philosophy using a writing style of dry, logical argumentation and continental using a writing style of images and emotions; and finally, with analytic philosophy writing only of what can be expressed and continental writing of the ineffable. Yet, Bergsonism and the History of Analytic Philosophy tells a story that is unfamiliar and even novel. The genealogy Vrahimis lays out is not of the rift between analytic philosophy and phenomenology (although this rift appears in the book's final chapters) but between analytic philosophy and Bergson. As Vrahimis clearly shows, the popularity of Bergson's thought at the beginning of the twentieth century caused the split, and even the hostility, between analytic and continental [End Page 332] philosophy. Therefore, Vrahimis does not title his book Bergson and the History of Analytic Philosophy, but Bergsonism and the History of Analytic Philosophy (2). Bergsonism is the popular view of Bergson's thought. It turned Bergson's thought into a "fad" (263). But Bergsonism contained many misunderstandings of Bergson. In the early twentieth century, Bergson was, in short, "a misunderstood celebrity." Unfortunately for Bergson's legacy, Bergson himself allowed Bergsonism to flourish as a cultural movement. Until The Creative Mind (published in 1934 in France as La pensée et le mouvant, after "the demise of Bergsonism"), Bergson never attempted to correct the misinterpretations of his thought that Bergsonism presented. Chapter by chapter, Vrahimis shows how the analytic philosophy criticisms leveled against Bergson are based in Bergsonism's distortions of Bergson's thought. The founding members of analytic philosophy aimed their attacks at a strawman Bergson.Bergsonism and the History of Analytic Philosophy's first three chapters set the stage for the analytic philosophers' attacks on Bergson. In fact, chapter 3 contains one of the clearest summaries of Bergson's thought I have ever read. Then, the book is arranged chronologically, starting with William James's 1905 "The Experience of Activity" in chapter 4 and ending with Ryle's 1958 "Phenomenology versus The Concept of Mind" in chapter 12. William James is not one of Bergson's critics. Chapter 4 shows how James praised Bergson's thought because of its similarity with pragmatism. This praise popularized Bergson's thought and thus led to Bergsonism. Chapters 4 through 12 (there is also a chapter 13 that serves as the book's conclusion) concern specific philosophers' criticisms of Bergson and then, in the final chapters, specific philosophers' criticisms of Lebensphilosophie and continental philosophy. There are chapters on Russell, Karin Costelloe-Stephen, L. Susan Stebbing, Neurath and the Vienna Circle (against Lebensphilosophie), Schlick (against Bergson as the originator of Lebensphilosophie), Carnap and Ayer (against Heidegger and Sartre), and Ryle (against Husserl). Most of the chapters concern the criticisms that resulted from Bergson's valorization of intuition as a source of knowledge. Bergson's definitions of intuition contribute to the belief that he is antiscience and an anti-intellectualist. Because intuition is introspection, it even suggests that Bergson's own philosophy is a kind of individualism. Because intuition is inexpressible, it also raises the problem that Bergson's own intuition of time as duration cannot be verified; rather, it can be challenged only by someone else's own intuition.
